想请教空英本月份杂志的例句

如果是where he is going to
或者是 which college he is going to
这两句我都能理解
但杂志上的这句 where he is going to college 我就搞不懂了 @@
请问它指的是哪间大学或者是学校的哪个地方吗？
改成肯定句时就更奇怪了，会变成
He is going to NTU. (x)
He is going to NTU college. (?)
