疑问一:通说通过版比原始版的强度稍微退让。是指用seek取代direct吗?seek比较让行
政机关可以裁量?是否重点单字不是negotiate(那是指美国立场--国会强制或不强制国务
院的--决定後跟台湾方面的协商)?
疑问二:主词用Secratary of State或用United States其实没关系,因为这部分的美国执
行者几乎就是指国务卿?

疑问三:原始版的关键字个数与文法(现在式)比较简单。但是通过版为何另用一个treat
?若仍用designate在意思上仍跟用treat一样吗?
我的意思是,所谓退让,到底是出现在用了treat,或是後方的though上面?
因为片语as though意思是好像(本文先不特别指涉as,只论though这个字),感觉就不是
那麽(跟其他非北约盟友)完全等同....?也就是若是像下方那麽写的意思是否一样:
..shall be designated as though it were designated a ....以及若是这麽写呢:
..shall be treated as it were designated a ....以及若是这麽写呢:
..shall be designated as it were designated a ....
疑问四:as though(反土黄色处)需一起连带理解而被当作通过版何以被外界认为被稍微
弱化(因为我以为as though片语的意思是「好像是」而非「就是」)?
或是though it were designated是个副词子句(上方画波浪底线处)可先省略不管,
因此主要句子结构是Taiwan shall be treated as amajor non-NATO ally,..?
疑问五:就算要退让且通过版既有用字不可如本文请益的像上方试拟的变动,但是文法上
,若是直接用现在式来书写法条,会不改变议员们修改的意思吗?譬如写成:
..Taiwan
is/should be treated as though it were a non-NATO ally,....可以吗?
疑问六:从通过版的条文用字看,「
以前」美国直接把台湾当成非北约的盟友(
were a
non-NATO ally),但现在却稍微倒退为
shall be treated
as though a non-NATO ally,
这反而在总步数上是倒退了一步?(台北代表处的改名是国会原先算是进两步,被国务院
沟通後退一步改为让国务院裁量,总步数仍可算进一步)这是段落意思在阅读理解角度
的疑惑。
