Notwithstanding any other provision of law, Taiwan shall be treated as though ~~~~~~ it were designated a major non-NATO ally, as defined in section 644(q) of the ~~~~~~~~~~~~~~~~~~ Foreign Assistance Act of 1961 (22 U.S.C. 2403(q) et seq.), for the purposes of the transfer or possible transfer of defense articles or defense services under the Arms Export Control Act (22 U.S.C. 2751 et seq.), section 2350a of title 10, United States Code, the Foreign Assistance Act of 1961 (22 U.S.C. 215119 et seq.), or any other provision of law. 疑问三：原始版的关键字个数与文法（现在式）比较简单。但是通过版为何另用一个treat ？若仍用designate在意思上仍跟用treat一样吗？ 我的意思是，所谓退让，到底是出现在用了treat，或是後方的though上面？ 因为片语as though意思是好像（本文先不特别指涉as，只论though这个字），感觉就不是 那麽（跟其他非北约盟友）完全等同....？也就是若是像下方那麽写的意思是否一样： ..shall be designated as though it were designated a ....以及若是这麽写呢： ..shall be treated as it were designated a ....以及若是这麽写呢： ..shall be designated as it were designated a .... 疑问四：as though（反土黄色处）需一起连带理解而被当作通过版何以被外界认为被稍微 弱化（因为我以为as though片语的意思是「好像是」而非「就是」）？ 或是though it were designated是个副词子句（上方画波浪底线处）可先省略不管， 因此主要句子结构是Taiwan shall be treated as amajor non-NATO ally,..？ 疑问五：就算要退让且通过版既有用字不可如本文请益的像上方试拟的变动，但是文法上 ，若是直接用现在式来书写法条，会不改变议员们修改的意思吗？譬如写成： ..Taiwan is/should be treated as though it were a non-NATO ally,....可以吗？ 疑问六：从通过版的条文用字看，「以前」美国直接把台湾当成非北约的盟友（were a non-NATO ally），但现在却稍微倒退为shall be treated as though a non-NATO ally， 这反而在总步数上是倒退了一步？（台北代表处的改名是国会原先算是进两步，被国务院 沟通後退一步改为让国务院裁量，总步数仍可算进一步）这是段落意思在阅读理解角度 的疑惑。 以上诸点疑惑，感谢指点说明～ --
