在书上看到一句例句如下

has been to make plausible the claim that

有几个疑问:
(1) 我对於be to + v.的理解是做为「未来式」使用或用来表示「条件句的先决条件」，
但此处搭配完成式has been to make，实在百思不解例句要表达的意思orz
(2) make plausible the claim that......
v. + adj. + n.这样的倒装用法是否只能限定在使役动词使用呢?
