今天读WSJ金融相关的文章,有一个字眼想请教大家为何会这样用

第一段就有点卡关
Federal Reserve officials voted Wednesday to lift interest rates and penciled
in six more increases by year’s end, the most aggressive pace in more than
15 years, in an escalating effort to slow inflation that is running at its
highest levels in four decades.
整句虽然看得懂,大概就是年底前会在加息6次
但对於penciled到底为什麽意义有点不解,为什麽这里会用这个字
------
New projections show officials expect to raise rates at a much faster pace
than they projected in December, when most penciled in three
quarter-percentage-point rate increases for this year,.....
下面某一段也出现一样的用法,用penciled来形容加息0.25个百分点这件事情
但前面的Three我有点看不懂
还麻烦高手解惑
