标题[请益] 两则句子的文法求解

我不清楚文法上在一个句子中能同时写出两个现在完成式？因为我以往可能会写：
I would've liked to see that.
若是写 have liked to have seen...我是能猜测说话者想表达「已经」看到的意思，
但是感到疑惑：一来这麽写的意思稍嫌别扭，
二来文法上可以在前方已经是完成式的情况下再後接一个完成式吗？

我不清楚在这类情况下，文法上as怎麽合文法地使用？以及as is的意思。
因为我大概只知道as两大用法：a.当介词「做为什麽什麽」；b.当连接词「当什麽什麽时
候」。所以看到上句的as is，不知怎麽翻译？以及怎麽让自己正确使用在类似句子？

ps.多确认一句：下述given that就当作连接词「假设（如何如何）」来理解就对了？
