标题[请益] could 用法请益

大家好 今天上一个写作课的时候有一个段落
The education in Japan focuses on preparing students for university entrance,
so we practice writing and reading a lot. However, I could imagine that changi
ng our focus to improving speaking skills can affect Japanese people's English
skills in a great way.
上面的I could imagine 我实在不懂为什麽不是用can
老师给的feedback 如下：
The right modal verb to use is "could" not "can" when you're talking about som
ething that has been happening before and still happening in the recent times.
因为老师是native speaker所以再请他解释的时候还是听不太懂…
希望有人可以帮解释QQ
