标题[文法] before it going on的文法问题

查字典时看到一个例句:
Considering severity of this problem,
the resultful measueres must be adopted before it going on worsening.
想请问最後的"before it going on worsening"的文法
为什麽it之後可以直接加going?
中间省略了is吗?
