标题[文法] 这句话的句子结构

He expects China's government to tighten monitoring, while gradually allowing
wider application of the plant's by-products.
我想请问一下为什麽这里的allowing是加ing
我的理解是如果while当连接词 He expects to 两件事
一件是to tighten 一件是to allow 所以应该用to allow
是这里有什麽关代省略动词变Ving的用法吗 还是expect後面也可以直接加Ving
或者其它细节导致这里是用allowing
