标题[文法] 经济学人上一期封面文章的一个文法问题

原文，主要在谈英国大选，还有经济学人表态。
里面有一句话不太理解为什麽是had left
After Britain
had left the eu early next year, the hard work of negotiating a
trade agreement would begin. Mr Johnson says he would do this by the end of
2020 or leave without one.
一般的理解是had left是与过去事实相反的假设
但这边是指假设英国在明年初脱欧，艰难的谈判工作将展开。强森承诺会在2020年底完成..
为什麽这边是had left?
