标题[考题] 台中捷运一题文法题

各位英文高手好，
12/1的台中捷运下午场有一题英文考题，我觉得很奇怪，所以上来请教板友的意见。
原题目如下：
42.Not __________ anywhere in the thirteen colonies before the American
Revolution.
(A)a single bank (B)a bank existed single (C)existed a single bank
(D)a single bank existed
答案公布是：D。
但他的句子没有助动词或是do、does、did，所以请教各位这样是正常的吗？
还是说可以改成，Not a single bank existing is there anywhere in the thirteen colonies
before the American
Revolution.
