标题[请益] 有没有have to对於语意的差异性

Imagine, for a moment, that we have a system that displays a financial
summary on a web page. The data on the page is scrollable, and negative
numbers are rendered in red.
Now imagine that the stakeholders ask that this same information be turned
into a report to be printed on a black-and-white printer.
在第二段，我的直觉告诉我要在be前面多加个have to，也就是
...ask that this same information have to be turned...
想请问一下，多了have to跟没有have to，对native speaker来说，语意上的差异性在哪?
