标题[文法] 请教几个句字

以下几题有点疑惑，还请各位帮个忙看看
1. 时态
Salt was thought of as the best way to preseve the food.
我的疑问是 能不能用现在简单式表一个大家都知道的事实?
如 Salt is ....
2. 化减子句
When taken to the hospital, he had already passed out.
原始的句子是下面吗?
When he was taken to .....
有没有可能把when也一起拿掉?
Taken to the hospital.....
3. 时态
＿＿＿＿＿, they would not come.
一开始想法是，後面接过去式would
代表与现在事实相反的假设语气
故我放进去 If it might rain
但答案是 Should it rain
有点不太懂该怎麽想这句
