标题[文法] 有关分词构句的省略

This is the document which was written by me.
可简化成==> This is the document written by me.
This is the man who wrote the document.
可简化成==> This is the man writing the document.
但我看过一种句型 不是Ving和P.P.的分词简化 是放「形容词」时的简化
This is the document eligible for the application.
原句应该是==> This is the document (which is) eligible for the application.
eligible是形容词 不是分词 此时which is可以省略吗?

没有逗号 不是非限定补数用法

这很常见没错 但我好奇这文法算是不成文的用法吗 因为就分词构句来说应该要是Ving和
P.P.才省略前面which is
这种连形容词也省略which is的用法可以写在正式考试里吗？（虽然我看国外很多正式的
官网也常这样用啦）
