不好意思我有一点卡住..
摘录旋元佑进阶文法第二十四章减化字句P.415内容：
The best plan is [that we should wait].
S V C 名词子句
(最佳计画就是我们应该按兵不动。)
主要子句的补语是个名词子句（中括弧内的部分）。这个名词子句的主词是we，如果
上下文够清楚的话可以省略，如果不够清楚则要用介系词片语for us 来安插主词。
语气助动词should 减化为to，再把连接词that 省掉，结果就是：
The best plan is [to wait].
S V C 减化名词子句
想请问上下文不够清楚的话，应该是写成
The best plan is for us to wait 还是 The best plan for us is to wait?
