标题[请益] 这句话里面的other是指人还是国家?

目前在看一本外交政策的书，里面有段话如下:
The US is not leading the world these days, but it is enabling much of it —
that is, we are providing the money and other resources in a variety of ways
for others to pursue their own objectives — sometimes against our national
interests.
里面代名词it和others 指的是国家还是人呢？
我初步理解是视为国家，不知道以下理解是否有误呢？
美国最近虽然不是领先世界的国家，但也领导了大部分国家－－也就是说，
美国在许多方面提供了资金与其他资源，让其他国家追求自己的目标－－
有时候却违背了自己的国家利益。
