标题[文法] 请教一个英文句子

各位前辈好，因为英文基础很弱，现在想要砍掉重练。以下是在BBC新闻里看到的一个句
子：
But analysts say it inevitably sends a message to China as it continues to dev
elop the disputed South China Sea.
请问say、sends和continues都是动词，所以应该是子句的概念吗是跟it有关吗？？ 麻烦
