标题[请益] 字典中，one的解释

大家好，请问一下：
在OALD中看到这样的解释，
one
PRONOUN
(formal) used to mean ‘people in general’ or ‘I’, when the speaker is
referring to himself or herself

想请教的是，後面写when the speaker is referring to himself or herself，这配合
'I'可以理解，但搭配‘people in general’就很奇怪。因为既然是讲者指他/她自己，
那又怎麽会和‘people in general’有关系呢？
而且‘people in general’是复数，但the speaker是单数，怎麽看都不合啊。
请教这个解释该如何理解呢？谢谢！
