先把这个句子拆成两句：
1. Elspeth Fanshaw is in charge of contacting all major banks.
2. All major banks' main headquarters are located in Nothern Europe.
这里有一个所有格 所有主要银行"的"，所以选择一个具有所有格词性的关系代名词，
这里只有 whose，所以答案是C。
D不是答案的原因在於，which 没有所有格的功用，因此无法代替前行词 all major
banks'。
