标题[文法] 这个句子than的用法

原文:Without this default, it is possible for multiple batteries to
concurrently demand more charging power than is available potentially starving
the system of power。
想请问，more charging power than後面为什麽可以直接接is?它的主词到哪里去了?
问题二:S(消失的主词)+be+C(补语)+potentially....(为什麽可以加後面这一个没有主词
跟动词的句子?)
