标题[请益] 关於where在free dictionary中的解释

您好，关於where的这两个用法，我看不太懂英文字典的解释。
在当conj与pron时，都有以下两个解释。
1. At, to, or in a place in which.
2. At, to, or in a situation in which.
在当conj时，以下的例句:
He lives where the climate is mild.
是指可以改写成这样子吗?
He lives in a place in which the climate is mild.
在当pron时，以下的例句:
She moved to a city where jobs were more plentiful.
也可以改写成这样子吗?
She moved to a city in a place in which jobs were more plentiful.
很明显第一句比较正常(但我不确定是不是对的)，但第二句一定是错的。
请问错的原因是什麽呢?(我觉得是因为where在这当pron使用，但我解释不出来)
麻烦各位前辈指点了。
