标题[文法] 关系子句的动词时态

原句：
The man is a renowned environmental activist dedicated to solving the problems
of climate change.
这句还原是否如下?
The man is a renowned environmental activist [ who dedicates ] to solving the
problems of climate change.
我的疑问是，原句中，主要子句的动词(is)用现在式，何以关系子句的动词在省略who之
後，不用现在分词(dedicating)，而是用过去分词,(dedicated)呢?
以上疑惑求指导，谢谢。
