大家好，请问一下：
While wet weather continues in the north, northeast on Monday, temperatures
are expected to rise significantly Tuesday, according to the Central Weather

上述内容中，While wet weather continues in the north, northeast on Monday...
其中的逗号是否代表"and"的意思？
如果是，那可以写成"in the north and northeast on Monday"吗？
如果不是，这个逗号该如何理解呢？

标题是in the north, northeast，但内文中却是in the north and northeast。
由此可见chinapost那篇气象确实是标点用错，或许说它把标题那种简略的文法风格用在
内文里头了。
另外，这篇文章里的Outwear应该用Outerwear比较好吧？
