标题[请益] about reported speech

It is a lesson talking about the future continuous tense,
and the question in the following bothers me:
I answered it as follows because I thought it was a reported speech:
“David just called. He said he WOULD NOT BE COMING to the meeting.”
However, the website said I was wrong, and the right answer should be:
“David just called. He said he WILL NOT BE COMING to the meeting.”
Don’t we need to change “will” to “would” because the sentence starts
with “he said?”
