标题[文法] otherwise would be 的文法问题

你们好，刚刚读的一段文章，其中的一句为
Geenhouse gases are necessary because they keep the planet's surface warmer
than it otherwise would be.
就我的认知，otherwise 为副词，故为何不是it would otherwise be 而是 it otherwis
e would be?
另外请问这句怎麽翻比较好？
