标题[文法] 两题问题

1.These artifacts _____buried in the king's tomb when it was opened.
A.have found B.were being found
C.are being found D.had been found
我选B 答案为D，先发生用过完後发生过去简单，
但是卡在tomb ...was opened不是应该先发生，才能发现artifacts?
2.When at home,Fred_____call Sheila.
A.daring B.dared
C.doesn't dare D.dare not to
答案C，dare当一般动词 C後面不是应该要加 to Vr??
总觉得这题四个选项都不对
