标题[文法] 国中文法问题

1.He _____ singing since he starts going to the church.
(A) has practiced (B) had practiced (C) practiced (D)practices
若没注意看到sinec後接现在简单式，这题的答案很容易选到(A)，标准答案(D)
但问题来了，若是since解释为「因为」原因的话，不是应该只能放句首吗？？
2.
The studens who do best in the exam are not always ______ with the best brains
(A) ones (B) the ones (C) the others (D) others
答案是(B)
但不知为何？我总觉得B这个答案是多余的
若是把这个句子拆成两句：
The studens do best in the exam.
The students are not alwyas with the best brains.这样是否很清楚？？
若是要在前面加the ones, 是否代替前面的the students，
with the best brains为介系词片语为形容词，修饰前面的名词the ones吗？
