标题[文法] sweeping用法请益

在文章中看到
The spirit of optimism sweeping the country is already boosting job growth,
and it is only the beginning.
想请问这里的sweeping 是动名词使用吗? 如果是的话为何在这里可以这样使用呢?
(前面好像没动词?)还是有省略 is?
