标题[请益] had pp to 用法

在空英上有看到这用法
例句：I had hoped to get a ticket, but there are no more tickets.
疑问是：
（1）过去完成式应该要有两个过去时间作前後比较，为什麽後面那句却用现在式？
（2）如果第一句用现在完成式，语意会不同吗？
小弟困惑很久也爬很多文章 ，再请大大帮忙解答 感谢！
