请问各位板友，小弟在某本书内看到下列句子
Koizumi has been trying hard to turn the current ruling party-dominated
system of goverment into one more under the control of the prime minister

himself. But he has yet to complete what he has envisaged.
翻译：
小泉纯一朗致力於将现在执政党主导的政府体制转换成首相主导。
但是，他尚未开始作他想做的事情
想请问句中one more under在句中有何作用
