我的想法是先简化句子成
"arrant nonsense can be made the creed of the vast majority
by adequate governmental action"
"无论是多麽鬼扯般的胡闹都能够藉由适当的政府行动而变成大众的信条"
可是似乎没有办法表达出原文中负负得正的强度
请前辈先进们帮忙解答了，感谢!!
