查过Merriam-Webster、Oxford、Longman、Collins Cobuild等字典，
relative to都是放在relative adj.的条目下，但归类为phrase。
这些字典给的例句除了Collins Cobuild Learner外，都是放在名词之後当做形容词片语
，
Collins Cobuild Learner给的例句则放在动词後面：
Japanese interest rates rose relative to America's.
我不是English native speaker，我自己猜想relative to既可当形容词片语也可当副词
片语。
另外relative to最常出现在物理学相对论的书本里，
我查过确实有时用在名词後面，有时也用在动词之後。
至於relatively to在字典和相对论书籍中都不曾出现，也就是说并没有这个片语。
至於文法上的归类，我也无法解释，只能说这是native speaker的定型惯用法。
