求中译： This applies only if the initial purchaser purchased the new building
prior to that building subject to reassessment to the owner-builder.
我的试译: 这个只适用於当那间新的房子被重新估价给屋主/建造商之前，
最初的买主已经买了那个房子了。
所以意思是说 如果是在估价之後才买了这房子，"这规定"就不适用了...?
有点抓不太到它要说的意思，谢谢!
