标题[请益] appear to be, 不定词的用法?

在书上看到下面这样的句子：
伧
This appears to be a complete reversal of his previous decision.
我想请问为什麽这边会使用to be这样的不定词呢？
开始对於不定词的使用有些混淆了，
感觉似乎不用不定词也是可以：
This appears a complete reversal of his previous decision.
请问这样语意上会有甚麽不同吗？
使用to be原因又是甚麽呢？
烦请版上的高手指点了，希望能藉此澄清一下文法上的盲点！
