版上大家好
这里有两题研究所英文考古题（师大95）的文法想请问
1. Last week three teams consisting of six volunteer medical staff begang

这题我在研究所相关版找到的答案是C 我选B
但是如果要用and 後面不是应该要接过去式吗？
2. On average, even after Japan's economy had started to go down the slop,
couples ___ more than 7 million yen for the whole package deal, ...
(A) had been need (B) cost (C) were paid (D)were spending
这题答案是D 想请问这样要怎麽解释语意？
麻烦版上强手帮忙解惑吧:) 身边暂时找不到可以问的人
