标题[文法] be to V的用法

啊，我又来了 OTZ
刚刚另外一个朋友在写托福文法考题的时候，遇到一个句子：
By 1980, they will have to produce at least 20 million barrels of oil a day if the west
is to avoid a crippling energy crisis.
她的问题是，为什麽
is to avoid 是这样用？
我後来有查到 were to do sth.可以表示对未来的假设或虚拟语气
但是若例句if後接的是条件子句，也就是说is to avoid改成
avoids，
这样也行得通吗？
因为如果是我的话我也会选is to avoid但是我不知道avoids为什麽不行，
所以就上来求助大家了 Q________Q
