标题[单字] keep an eye on & keep an eye out for?

请问keep an eye on ....和keep an eye out for....这两种都有注意ˋ留意和照料
的意思,在用法上有什麽不同吗?
另外,我在某报的英文文章区看到说[查字典]不能用look up a dictionary,而是要用
consult a dictionary或refer to a dictionary
但自有印象学英文以来,用look up的用法还满常看到的
所以此报提出的这样见解,不知道是不是正解呢?
