这篇文章在说北韩最近的行为会造成甚麽後果，然後说目前只有中国对北韩有影响力
这句话应该这样解读：
China has as much to lose as anybody in that region
with 1) the continuation of this kind of behaviour, and
2) what the potential might be
也就是说：在这两种情况的影响下，中国受到损失的机率是跟这个区域其他国家一样的。
至於是甚麽情况呢？
1) 北韩持续这样的行为
2) 这种行为所可能带来的後果（what the potential might be）
