这个问题经大家的回答後好像还是无解
我特别去问了出过很多英文学习相关书籍的专家
他的解释为:
有be动词的情况,通常疑问词为主词
所以What do you think is the situation?这句是对的
但有些情况是例外:
如Who is he? Who are you?等等,疑问词就为受词补语
所以加入do you think则成
Who do you think he is?

经以上统整, 我的想法是
因为英文通常不喜欢头重脚轻
关於What is the situation? 和 What is the tone of the speaker?
回答比较常用xxx is the situation. 和 xxx is the tone of the speaker.
故What在此为主词
但是像Who are you? 那种简短问句,就无头重脚轻的疑虑
故Who为受词
