考题：台电职员考试英文第16题
题目：
According to the health official, the rate of increasing number of case is

提问：
官方解答给D，可是what不是在句中找不到实质指涉、而是语意指涉时才用的吗？
我本来觉得应该用which或that(非关代)，
来指涉整个「the rate of increasing number of case」
不过去查了一下书，which说是要指涉clause，这题是phrase，
that说要和of连用that/those of
结果我有点搞混了，有人能帮忙解释一下吗？
