标题[文法] Making Indirect Questions

I'm learning academic writing.
One topic is about indirect questions.
The textbooks asks us to add "be-verb" to complete a sentence of indirect
question.
One sentence is like this:
We need to know what precautions being taken to prevent the spread of the
disease.
My first try was:
~~ what precautions being taken to prevent the spread of the disease "are".
But the answer announced by the teacher is:
~~ what precautions "are" being taken to prevent the spread of the disease.
Although it sounds good, I have some doubts in mind.
1. Is my answer wrong, or is it also correct?
2. For me, the teacher's answer sounds like direct question, not indirect
question.
If "what precautions are being taken to prevent~~" is an indirect question,
then what's the direct question form of the sentence?
