愤怒的生还者大力抨击政府官员在洪水侵袭处.....
之後就不会翻了
我猜意思是 政府在救援的行动上被这些受难者的愤怒环绕（=受难者不满）
请问我这样解读对吗？
应该要怎麽翻译比较好呢？
