标题[求译] 可否帮我解释这句话的意思..

求中译： The optimal response to uncertainty if you are a firm is to do
nothing, but if everyone does nothing, the economy tanks.
提问:
这文法上让我不是很清楚
"If you are a firm is to do nothing"
看是会知道这句话意思是"如果你是一个都不做事的公司"
但是文法这样写对吗..??
然後the economy tanks...摆在这边是甚麽意思??
再者 这句话全句的意思可否帮我解说一下 感谢
