标题[文法] 一段在念托福上看到的句型

在念托福时看到了这样一个段落，不太了解他在文法上的结构：
However vocal the critics of environmental protection efforts may be, given
the very considerable body of environmental legislation that exits, it is
safe to assume that their views do not represent the majority opinion.
中文翻译为：
不管对於环保工作的批判声浪有多强烈，从可观的环保相关立法体系来看，可以很正确地
假设批判观点并不代表多数人的意见。
我不懂的是头两句
However vocal the critics of environmental protection efforts may be, given
the very considerable body of environmental legislation that exits,
以下是我的问题：
1.vocal, may be, given 在这里分别是怎麽被使用的
2.而这两句在文法上的结构，又是怎麽组织的
看了许多遍还是没法厘清，真的感谢版上大大的回答了！
