在网路上找过蛮多资料，但仍旧有疑问
提问: if/whether 当「是否」解时其用法上的限制
例句：
I want to buy this clothes for my father, but I'm not sure _____ he will
like it.
(A) whether (B) if (C) what (D) how
我想答案是(A)，因为我查字典说sure 会接wh-
接着我在网页上看到一句 We're not sure if they have decided.

不晓得哪一个是正确的?
另外补充一个问题
之前学到的是whether 可以加 or not, 但 if 不可以加
然而我在 "Understanding and using English Grammar" 蓝色那本中看到
I wonder whether she will come or not.
I wonder if she will come or not.
这两句是成立的，请问问题出在哪呢?
