标题[文法] sth can hardly be overstated ?

请问一下板上大大们
在网路上有看到篇文章里的句子:
The horror can hardly be overstated.
另一个句子:
The importance of such software in the life of a disabled person
can hardly be overstated
这两句中都有 can hardly be overstated，意思是说非常重大、重要吗?
有点双重否定的感觉(不会+太超过)
不知道这样的解释对吗?
