标题[文法] to there? near there ?

堂妹问了我一题看似简单的题目，没想到却回答不出来真是惭愧....
选择题:
1. The dog is running to there.
2. The dog is running on there.
3. The dog is running in there.
4. The dog is running near there.
正确答案是4，第2、3可以很容易分辨出错误
所以她就问我为什麽 1. to there 不行?? 乍看之下我真的也找不出哪里有问题
所以恳请各位帮忙解惑一下
