Must:
我的文法书有写说
当助动词的时候
Must,表"必须或非做不可",其否定式为need't
Must,表"讲话煮的推测:,其否定式为can't
1)当必须,非做不可解:
Man
must eat so that he may live.
Must I go right now? No, you
need't.
Since I am sick, I
have to stay in bed.
2)当必定,一定是解:
She must be out of her mind to say so.
It must be getting warmer.
She
must have been very angry yesterday.
It
can't be a boy's handkerchief; it must be a girl's.
3)当"禁止"解:
Cars
must not be parked here!

所以说,你的那题如果选项是:
a)mustn't b)needn't c) do not have to
B跟C都可以选,但A是禁止的意思
