正当这个国家--这个第一个在非洲主办世界盃的国家--
has fended off everything
在对抗所有事情
from publicity about crime and striking unions
从公然犯罪、工会罢工(罢工的工会)
to persistent rumors
到持续不断的谣言
that organizers were preparing a "plan B"
那些谣言说规划活动者正在制定另一个计画
for the tournament should preparations go off the rails.
(而制定另外的计画的原因是)为了怕比赛出差错。

1. 请问文中的 as 的意思是 when 还是 because?
(我从杂志後面的英翻中看不出 as 的意思)
2. fend off 在本文中指「逃避」还是「对抗」？
(前者在本文中具负面意义，後者具正面意义)
3. fend off 可指「逃避」或「对抗」，对吗？
(我想问的是 fend off 是否为一个中性词)
4. 最後一句的"should preparations go off the rails"的文法是不是有误？
我还是第一次看到 should 後面接名词
看起来也不像倒装句...
我觉得应该是这样才对：
... a "Plan B" for the tournament preparations should go off the rails.
或这样：
... a "Plan B" in case the tournament preparations go off the rails.
请问我的想法正确吗？
