标题[请益] 有关虚主词的句子

今天学长问了我一句英文句子
讨论後还是没一个所以然，所以想问版上大大们
那句子如下：
the numbers are a potent reminder
that it is not the stability of the
exchange rate that will determine china’s future, but the stability within
its own borders
这句还满奇怪的
通常真主词部分不是应该会有个主词在前面吗?
但是他直接就接了will determine china's future
感觉不太对
但是除了虚主词的句型我想不太出来还有什麽可能性
我有想过~会不会是 potent reminder才是真主词
不过这样好像也怪怪的.....
不知道版上大大们有没有其他的看法
