我觉得是A。
可以删掉 are ... and，直接看这句：
We welcome your feedback
此时若用B或C会有「你的意见已经来了，而我们接受/欢迎此意见」的感觉；
用A则是「如果你有任何意见的话，欢迎告诉我们」(但你不一定有意见)
也就是这边的释义 2a 的意思
